Surveillance footage captured a dark-colored, four-door sedan—possibly a Dodge Charger missing its hood—pulling up near Okie St. NE. In a move of unimaginable coldness, a man stepped out and abandoned the 9-month-old puppy across the street from a distillery, just a short distance from a shelter that could have helped him.

When Shepherd was finally discovered, he was a ghost of a dog. Weighing a mere 15 pounds, he was critically malnourished, severely dehydrated, and his tiny body was ravaged by mange and secondary skin infections. He lay motionless in the dirt for nearly 12 hours, his organs beginning to fail as he fought a losing battle. He was so weak he couldn’t even stand, let alone walk.

The Fight for Survival

The Humane Rescue Alliance (HRA) intervened just in time, rushing Shepherd to an emergency veterinary hospital. The situation was grim; he collapsed multiple times during his first few days of care. Yet, against all odds, Shepherd pulled through his first critical week. It was nothing short of a miracle.

As he began to stabilize, he was placed into the rehabilitative foster care of Kim O’Keefe in Burke, Virginia. “It’s unimaginable that someone could let a dog go through this kind of torment,” Kim shared, her voice heavy with emotion. “But despite everything, his spirit hasn’t been broken.
