But when authorities looked past the gates, the reality of the situation hit them hard.
There, amid an accumulation of waste and filth, stood two dogs. Their bodies told a painful story of prolonged suffering. Every rib was visible beneath their fur. Their postures were hunched, their energy completely depleted.

The transition was immediate.
